Why did my State of California tax refund check returned as “Not Payable as Cash Item – Enter for Collection”?

Question by Speedy: Why did my State of California tax refund check returned as “Not Payable as Cash Item – Enter for Collection”?
I cashed it at a check cashing company. They have no idea what that means, the bank doesn’t know what it means and I even called the State of CA (the department who issued the check) and they don’t know what it means. I will have to repay the check cashing company if I can’t get this figured out. Does any one know what this means?

It means California don’t have any money to cover it at the moment. It’s basically a bad check.
