but on the irs paper work it says ” if you are filing for bankruptcy” to fill out this form. Can you file bankruptcy with the irs?

No. There’s no getting around them unfortunatley. Usually they are willing to work out a payment plan, so tell your friend to try that.

Certain older tax debts can be discharged in bankruptcy. Generally income taxes and payroll taxes are dischargeable if the assessment is over 3 years old. Trust fund taxes can’t be discharged in bankruptcy nor is a bankruptcy discharge allowed in cases of tax fraud.
It is possible but very rare to escape taxes in bankruptcy
